HOW TO USE

- Snap the base of the Bungee to the bottom bag.
-tack Second bag on top of the first one.
- Pull Bungee over the second bag and onto carryon handle.
- Pull elastic to increase tension which tightens the strap
- Lock elastic into place with the squeezable plastic lock.
