Seeds harvested this year generally begin reaching retailers from autumn onwards, with most new-season stock arriving throughout late autumn and winter. The timing varies depending on the variety and supplier.

I source seeds from several different suppliers, and germination rates have proven to be very high. Seeds are not always sold in the same year they are harvested; reputable suppliers store them under controlled conditions and test their germination. Therefore, the packet’s sow-by date and germination quality are usually more important than the harvest year.

If you specifically want the newest available batches for next season, late autumn or early winter would be the best time to check.
