L & LL & MHA (Men's Hockey Association?) - Independent Referee's enamel badge (1930's or earlier)

For sale is a finely made vintage enamel badges issued to an INDEPENDENT REFEREE for a Men's Hockey Association (MHA?). If anyone knows what the L & LL stand for, I'd be grateful to hear from you.

This lapel badge is unusual in being made with a distinct horizontal curve (see photos).

DESCRIPTION:
Size: 1 5/16" x 25/32" (33mm x 19.5mm).
Material(s): brass metal with 2 vitreous enamels.
Finish: gilt.
Fitting: buttonhole (horseshoe shaped clasp).
Imprint: VAUGHTONS LD BIRMM
Approximate age: 1920's to 1930's.

CONDITION:
Excellent condition. No damage.
