You can touch the fabric directly and there is no glass, it is almost certainly one of the fabric devotional plaques that were popular from roughly the 1940s through the 1960s.

The exposed fabric was intentional. Manufacturers often mounted a printed image on rayon, satin, silk, or a synthetic fabric made to resemble silk, and then stretched or glued it over a rigid backing. The texture and slight sheen gave the print a richer appearance than ordinary paper.

The colors—especially the green mantle and rose-colored dress—have held up remarkably well. Many fabric prints from this era have faded badly or developed stains, but this perfect with strong colours.
