Manhunter, Col. Steve Trevor, The Green Arrow, Lois Lane, Talia al Ghul, Kingsley Jacob, The Question , and Mr. Bones team up as Checkmate to take on Leviathan.

The story opens with Col. Steve Trevor in captivity having been suspected of being Leviathan. He is rescued/broken out by Kingsley Jacob. Leviathan (Mark Shaw) destroys Dr. Netz who'd betrayed him to Amanda Waller and acknowledges his organization will experience "growing pains". In Arkham Asylum, Gotham City, Mr. Bones awakens and is looking for an update. He and Col. Steve Trevor meet up with Oliver Queen (The Green Arrow) attacking Leviathan pups shipboard. The Green Arrow asks Trevor and Bones how many more of them are up against Leviathan. Mr. Bones mentions that The Question is in Beijing, where Leviathan is still after something. Katherine Spencer (Manhunter) awakens in the Batcave with Damian Wayne (son of Batman and Talia al Guhl) who tells her of Mark Shaw being Leviathan and where his mother Talia Al Ghul is. Steve Trevor arrives at Iron Heights to speak with Talia al Ghul to enlist her help with bringing down Leviathan, the organization she built hoping to pass it on to Damian. Leviathan has purchased the country of Markovia (with cash), complicating the task by adding the issue of attacking a country to take Leviathan down.
