Commissioner Gordon approaches Dick Grayson to use the state-of-the-art crime lab Wayne Enterprises built for the GCPD, which has gone unused out of spite from the department, after twelve-year-old Dana Redford attacks three of his classmates. They confirm that the Metagen Redford took is the same as the one used to mutate Killer Croc, which must have been stolen from police evidence. Batman interrogates Redford's butler, Carson Read, but Dana's mother shoots Read. Gale Redford jumps out of the window before Batman can save her, and on her body, he finds one of the Mad Hatter's outdated tags, also stolen from police evidence.

Cullen Buck was an officer on both cases. Buck has taken up with Rebecca Mulcahey, another dirty cop, and Batman investigates their townhouse. Buck tells him they are working for someone called "the Dealer." He runs an operation called "Mirror House," where he auctions villains' things to the wealthy. Buck dies, choking on a vine that has climbed up through his throat.
