Lego Road Signs - set 6427 - from 1999 - one of the most delightful Lego sets! The available pieces include all 18 road signs (triangular, circular, square) and all 3 road barriers (2 white, 1 yellow), all lights (2 blue, 2 yellow) and 4 of the 6 white circular bases for the barriers. Only 2 of the 12 grey upright poles with bases survived! For anyone handy at plastic glueing (or drilling?), the remaining 10 bases are available and the remaining 10 poles (most of which are still pretty intact) are also available (see the final photo) - maybe they could be reconstituted somehow.
