I can't comment on the compatibility of it's older Android version and the latest banking apps. It's been factory reset a long time and no-one was using it so you'd need to do your research.
If you are comfortable installing ROMs on Android devices then you can run Android 12 on this device. Otherwise I'd suggest its not the phone for your elderly father.
