This is to make a 24mm flange smaller, in case 24mm is too big for you. Having all of these options is to let you experiment with different sizes and decide which is best for you.
The inserts' sizes are:
13mm,
15mm,
17mm,
19mm,
and 21mm.
Comes with a handy nipple measurement tool.
