Description:
The “Declaration of Citizens' Rights and Fundamental Principles of San Marino’s Constitution” represent a very significant moment in the political and institutional life of the Republic of San Marino. For the first time since the Arengo in 1906, the principles of the separation of powers were enshrined in a superordinate law, determining the duties of the Regency, the Great and General Council, the Congress of State and the judiciary, and confirming their respective autonomy and independence. Law No. 59 dated 8 July 1974 affirmed the fundamental and inviolable rights of citizens, while at the same time identifying the basic canons in support of a free and democratic community, rooted in centuries of independent history and now oriented towards a future founded on progress and peace, which sees it as a - albeit small but significant - part of the international community. The hierarchy of the legal institutions is laid down in detail; the recognition at constitutional level of the principles set out in the European Convention for the Protection of Human Rights and Fundamental Freedoms is guaranteed; the Collegio as the guarantor of the constitutionality of the rules is established. The centre of the obverse of the coin depicts an open book bearing the inscription “I DIRITTI DELLA PERSONA UMANA SONO INVIOLABILI”, a phrase taken from Article 5 of Law No. 59 dated 8 July 1974. Completing the coin are the silhouettes of San Marino’s Statue of Liberty and the Palazzo Pubblico as well as the inscription SAN MARINO, to the left the letter R, identifying the Mint of Rome, at the bottom centre the year 2024 and the engraver's initials Emanuele Ferretti, E.F. INC.
