It is difficult to distinguish between a real damaged coin and damaged counterfeit coin.
Heavily impacted by oxidation/corrosion.
First two digits are clear-18 but the last digits could be 16 or 18 or 19.
For condition-please examine the photos of both sides of the coin provided.

Id say it an old contemary copy made of copper and orginally silver plated?
