Please note: buying a thicker or heavier inner tube will not help reduce flats. If you're after getting less punctures, buy Schwalbe Marathon Plus tyres on bike-discount.de or wherever they're cheap. Optionally also use Slime in tubes.

You can stretch any tube - even 26" to 29" in a pinch. It's best to use the proper size for longevity though.
